Flat-Fee vs. Percentage Property Management in Sacramento: Which Is Better?
Short answer: A flat fee charges the same dollar amount every month no matter what your home rents for. A percentage fee moves with the rent you actually collect. Flat fees are simpler to budget and can cost less on high-rent homes. Percentage fees tie your manager's pay to your rental income, so the manager earns more only when you do. On a typical Sacramento rental, a $199 flat fee is actually a higher share of rent than most percentage plans.
Legacy Property Management charges 5.9%, 7.9%, or 9.9% of collected rent depending on the plan, and we discount that fee automatically on higher-rent homes, starting at 10% off when a single-unit rental brings in $3,000 a month or more. Here is how to compare the two models honestly.
Key takeaways
- Flat fee: one fixed monthly charge, commonly $149 to $250, no matter the rent.
- Percentage fee: a share of collected rent, usually 6% to 10% in the Sacramento area.
- The real difference is incentive. A flat-fee manager earns the same whether your home rents for top dollar or not.
- On typical Sacramento-area rents, flat fees are often not cheaper. A $199 flat fee on a $2,050 Sacramento rental works out to 9.7% of rent.
- On high-rent homes, Legacy's automatic discounts close most of the gap with flat fees while keeping the incentive.
What is flat-fee property management?
The company charges one fixed amount every month, for example $149, $199, or $250, whether the home rents for $2,200 or $3,800. Many owners like it because it is predictable and easy to budget.
What is percentage-based property management?
The fee is a share of the rent collected each month. At 8%, a $2,500 rent means a $200 fee and a $3,500 rent means a $280 fee. This is the most common structure among full-service property managers in California.
How much does each model cost on a typical Sacramento-area rental?
The median rent on the Sacramento homes we manage is about $2,050, and about $2,700 in Roseville. Here is how common flat fees compare with Legacy's plans at those rents:
| Monthly rent | $149 flat | $199 flat | Legacy Basic (5.9%) | Legacy Classic (7.9%) |
|---|---|---|---|---|
| $2,050 (Sacramento) | $149 (7.3%) | $199 (9.7%) | $121 | $162 |
| $2,700 (Roseville) | $149 (5.5%) | $199 (7.4%) | $159 | $213 |
On a typical Sacramento rental, our Basic plan costs less than either flat fee, and Classic costs less than a $199 flat fee. At Roseville rents, a flat fee starts to cost less than Classic, and the gap grows as rents climb. That is exactly why our automatic discounts begin at $3,000 a month.
Where flat fees make sense
Flat-fee pricing has real advantages, and plenty of good companies use it.
- Predictable costs. You know the number every month.
- Savings on high-rent homes. On a $4,000 home, a $199 flat fee is less than 8% of rent.
- Simplicity. Some owners just prefer fixed expenses.
Where flat fees change the incentive
Every pricing model creates incentives. With a flat fee, the company earns exactly the same whether your home rents for $1,900 or $2,200. Getting the higher number takes sharper pricing, better photos, more showings, and the patience to hold out for the right applicant. Over a two-year tenancy, that $300 a month gap is $7,200 of your money, and the manager's pay is the same either way.
That does not mean a flat-fee manager won't work hard. It means the financial reason to push for every dollar of rent isn't built into the deal.
Why a percentage fee aligns with the owner
When the fee is a share of collected rent, owner and manager both benefit from accurate pricing, less vacancy, strong collections, and tenants who stay. Price your home $200 a month better and you earn $2,400 more a year, while we earn about $190 more on our Classic plan.
We also charge on rent collected, not rent charged. If a tenant stops paying, they stop paying us too.
Why this matters more in Sacramento. The City of Sacramento caps annual rent increases on covered units at 5% plus CPI, 8.6% as of July 1, 2026, and California's statewide cap (AB 1482) covers many other rentals. Under a cap, the rent you set at move-in is the base every future increase is built on, so an underpriced lease can take years to catch up.
How Legacy handles high-rent homes: automatic fee discounts
The strongest case for a flat fee is a high-rent home. We built our pricing to answer that. When a property's gross monthly rent passes these levels, the management fee on your plan is discounted automatically:
| Monthly rent, 1 unit | Monthly rent, 2+ units | Discount off the management fee |
|---|---|---|
| $3,000+ | $5,000+ | 10% |
| $4,500+ | $10,000+ | 15% |
| $6,000+ | $15,000+ | 20% |
| $7,500+ | $20,000+ | 25% |
| $9,500+ | $25,000+ | 30% |
Here is what that looks like on each plan:
| Monthly rent | Discount | Basic (5.9%) | Classic (7.9%) | Complete (9.9%) |
|---|---|---|---|---|
| $2,500 | None | $148 | $198 | $248 |
| $3,000 | 10% | $159 | $213 | $267 |
| $4,000 | 10% | $212 | $284 | $356 |
| $4,500 | 15% | $226 | $302 | $379 |
| $6,000 | 20% | $283 | $379 | $475 |
At $3,000 a month, the 10% discount brings Classic down to about 7.1% of rent. At $6,000, it is about 6.3%. You keep a manager who is paid to get your rent right, at a cost much closer to a flat fee. The full plan comparison is on our pricing page.
Look beyond the monthly fee
The monthly fee is only part of what management costs. Compare these too:
- Leasing fee. Many companies charge a full month's rent. Ours is 50% of one month's rent, minimum $599.
- Fees that don't show up in the headline rate. We charge no technology fee, no vacancy fee, and no marketing or advertising fee.
- Maintenance. Ask how repairs are billed. Ours is a stated 10% maintenance management fee, not a hidden markup.
- Screening, inspections, reporting, and how fast they answer the phone.
A company that charges a little less each month can cost far more if your home sits vacant longer or a poor tenant placement leads to expensive turnover.
Which pricing model is better?
A flat fee may fit if you own a high-rent home, already have a long-term tenant in place, and mostly want a fixed monthly expense.
A percentage fee fits if you want a manager who is paid to maximize your rent through pricing, tenant retention, and collections. With Legacy's automatic discounts, you no longer have to give up that alignment to get a fair price on a higher-rent home.

Frequently asked questions
Is a flat-fee property manager cheaper than a percentage-based one?
It depends on the rent. On a typical Sacramento rental of about $2,050, a $199 flat fee is 9.7% of rent, more than Legacy's Basic or Classic plans. Flat fees tend to cost less only on higher-rent homes, and Legacy discounts its fee automatically starting at $3,000 a month.
What percentage do property managers charge in the Sacramento area?
Most full-service managers charge 6% to 10% of collected rent, plus a leasing fee. Legacy charges 5.9%, 7.9%, or 9.9% depending on plan.
Does Legacy offer discounts for high-rent properties?
Yes. The management fee is discounted automatically when gross monthly rent reaches $3,000 or more on a single unit (10% off), rising to 30% off at $9,500 or more. Properties with 2 or more units qualify starting at $5,000 in combined monthly rent.
Why does Legacy charge a percentage instead of a flat fee?
Because it ties our income to yours. We earn more only when your rent is higher, and we earn nothing in a month when no rent is collected.
Does Legacy charge a fee when my property is vacant?
No. The management fee is a percentage of rent collected. No rent, no management fee.
